1.5 Universal legality

All human activities linked with artificialization and management of natural resources should be set up on a hierarchical system (Figure 7). The degrees of freedom on each hierarchical level change according to the hierarchical context and wheater the direction is downwards or upwards, in line with the hierarchical theory [30, 43].

Decision making at any level depends on the stages above and below. Political decisions should be subordinate to economic, technologic, social and ecological levels. A right decision should be valid on all the levels of the universal legality.
